International Programme for
Technology and Research in Irrigation and Drainage (IPTRID)
of the Food and Agriculture Organization (FAO) of the UN
IPTRID is an independent multi-donor trust-fund
programme hosted by FAO in its headquarters in Rome. It
provides assistance to developing countries and development
agencies for the formulation and implementation of sustainable
agricultural water management strategies and programmes.
IPTRID aims to reduce rural and urban poverty, increase
food security and enhance environmental sustainability by
improving the access of farmers, farmers’ associations
and service providers to appropriate irrigation, drainage,
water harvesting, salinity management and flood management
technologies and practices.
IPTRID's mission is to improve the uptake of research,
exchange of technology and management innovations by means
of capacity development in the irrigation and drainage systems
and sectors of developing countries to reduce poverty, enhance
food security and improve livelihoods, while conserving
the environment.

Ministry of Agriculture and
Agrarian Reform of Syria (MAAR)
The Ministry of Agriculture and Agrarian Reform in Syria
(MAAR) has more than 35,000 staff and a number of directorates
in all water basins. With regards to water for agriculture,
MAAR has an advisory role on cropping patterns and on-farm
water use. MAAR also provides extension and research services
to farmers.
Through its General Commission for Scientific Agricultural
Research (GCSAR), the Ministry carries out nationwide research
work on crop water requirement, farm water management and
irrigation methods and technologies. The Commission has
several research stations in the seven river basins which
links its research program to the local water, soil, crops
and climate conditions of the basin. A number of activities
are being carried out in the areas of irrigation techniques
and methods, and transfer of technology activities with
the local Department of Extension including field days and
seminars. In addition, joint research activities are being
carried out with International and Regional Organizations
such as ICARDA, ACSAD, FAO, etc.
MAAR is currently leading the nationwide project of irrigation
modernization on the farm level in the country.

Network of Syrian Scientists,
Technologists and Innovators Abroad (NOSSTIA):
NOSSTIA is an NGO committed to supporting Syria's public
and private sectors in introducing and implementing latest
technologies and methods in several fields.
The main target of the network is that to establish a Database
of Syrian expatriates to facilitate communication and knowledge
transfer in order to assist in the economic and technical
development of Syria, and to help individual experts benefit

Programme - Mediterranean Action Plan (UNEP-MAP)
The MAP is a regional cooperative effort involving
21 countries bordering the Mediterranean Sea, as well as
the European Union.
Through the MAP, these Contracting Parties to the Barcelona
Convention and its Protocols are determined to meet the
challenges of protecting the marine and coastal environment
while boosting regional and national plans to achieve sustainable
development.
The 22 Contracting Parties to the Barcelona Convention are:
Albania, Algeria, Bosnia and Herzegovina, Croatia, Cyprus,
Egypt, the European Community, France, Greece, Israel, Italy,

German Technical Cooperation
(GTZ)
The GTZ is an international cooperation enterprise
for sustainable development with worldwide operations. It
provides viable, forward-looking solutions for political,
economic, ecological and social development in a globalised
world. GTZ promotes complex reforms and change processes,
often working under difficult conditions. Its corporate
objective is to improve people’s living conditions
on a sustainable basis.
The GTZ main focus in international cooperation is on so-called
Technical Cooperation. Far from being only centred on transferring
technical knowledge, this primarily involves communicating
knowledge that enables people to shape their present and
future on their own. For this, GTZ strengthens individual
initiative and the capabilities of people and organisations,
and lays the basis for stable development – for future
generations as well.
The GTZ was established in 1975. It is organised as a private
company owned by the German Federal Government. It works
on a public benefit basis, using all funds generated as
profits exclusively for projects in international cooperation.

University of Damascus:
Damascus University is the largest public university
in Syria. It was founded in 1923 and now contains sixteen
faculties, two research institutes and a language teaching
center. The number of students currently studying at Damascus
University is around 100,000 students.
The Department of Water Engineering at the Faculty of Civil
Engineering is in the process of establishing a Post-graduate
Diploma in Water Resources Management to fulfill the needs
of the water sector in this area. This is being done as
a part of European cooperation project (Tempus) and will
contribute to the efforts exerted in the country to address
the serious water management issues that the country is
currently facing.

The Supreme Council of Science
(SCOS)
The Supreme Council of Science was established
in 1958 with the aim of developing the scientific research
in Syria. The Council is an independent entity linked to
the Syrian Minister of Higher Education.
SCOS presents up to date developments in science and technology
to Syrian Scientific personnel. It aims at transferring
and adopting science and technology in its widest sense,
creating an opportunity for Syrian Scientist to exchange
their experiences with their Arab and foreign colleagues,
and supporting Scientific research programmes between Syrian
researchers and Arab countries and abroad.
